I would like to sincerely congratulate all noble people of Tajikistan, compatriots living overseas, peoples of Nawruz Civilization Basin, all hardworking and decent youngsters and adults of Tursunzoda town and all of you distinguished participants on the occasion of Nawruz - the holiday of nature and human awakening.

At the outset, I would like to extend my sincere gratitude to the Government and the Prime Minister of the Islamic Republic of Pakistan, H.E. Mr. Muhammad Nawaz Sharif, and to the people of fraternal Pakistan for the warm hospitality and favorable working environment.

Dear compatriots!

A few moments later, 2016, which is remembered in the modern history  of the people of Tajikistan with good memories, creative events on the  improvement and development of our cherished country, will come to an  end, and the New Year 2017 will start.

On this occasion, I congratulate the whole glorious people of  Tajikistan and all overseas compatriots, wishing every family of our  beloved Tajikistan calmness, happiness, and prosperity.

Dear members of the High-Level Panel,
Distinguished participants of the meeting,

I would first of all like to extend my gratitude to the Government of Hungary and to the President Janos Ader for the excellent organization of Budapest Water Summit and the High-Level Panel on Water.

This September, the High-Level Panel on Water has adopted an Action Plan, consisting of 9 priority goals and 48 objectives.

有文化修养的人能够转危为安。文化激励人们不断创造美好幸福的生活，驱走心中的仇恨和暴力。

人通过文化形成强烈的感召力和向心力，从而使整个社会凝聚起来，让人成为地球和平与稳定的支持者。

因此，我们在执行国家政策中总是把发展文化摆在重要位置，并全力推动和支持文化事业。

Culture is the most important moral value for human-being that promotes improvement of the latter’s aesthetics. The culture improves interpersonal dealings and strengthens peace and stability in society. It is also the expression and reflection of people’s dreams and wishes, traditions and customs and the best impression of people in a specific form and way.

Today we are gathered here to start the construction of the Roghun HPP dam, which is one of the important phases of the construction of this grand facility.

Every resident of Tajikistan has been looking forward to this glorious day and the patriots of our country – highly qualified specialists and constructors worked hard day and night to make this day.

Nous sommes réunis aujourd’hui afin de commencer la construction du barrage hydroélectrique de “Rogoun”, qui est l'une des étapes importantes de la construction de cette installation.

Tous les habitants du Tadjikistan attendaient ce jour et tous les spécialistes et constructeurs hautement qualifiés, tous patriotes, ont travaillé nuit et jour pour parvenir à ce jour historique.

尊敬的来宾，各位建设者！

此时此刻，我们齐聚一堂，启动罗贡水电站大坝建设，这是该大型项目建设的重要步骤之一。

塔吉克斯坦的人民多年翘首期盼，祖国光荣的好男儿——专业技术人员和建设者们夜以继日地工作，就是为了这历史性的一天。

今天是光明灿烂的一天，将为实现我们民族的夙愿和亲爱的塔吉克斯坦国家光明未来奠定坚实基础。

在此，我要就这一历史性的事件向所有塔吉克斯坦人民表示衷心祝贺，特别是罗贡水电站的建设者、设计者，工程师和技术工人以及其他所有为此项目做出贡献的国内外公司，尤其是大坝建设的总承包商——萨利尼公司。

在不远的将来，你们的劳动成果将惠及每一位居民，因为我们每一位居民的家中都将使用由你们富有创造性的劳动所生产的能源。
